I am currently working as a programmer, but i'm also interested in the hardware side of IT.
What do you think is the best kind of training available given limited time or resources to get certified?

You can get that through self-paced training materials and just take the exams at any Certified Technical Education Center. (check out www.microsoft.com/philippines (http://www.microsoft.com/philippines) to see the list of CTECs)
Or, you may also take the classroom training from those CTECs themselves...

Are MCPs still in demand here? How much are their starting salary? How about MCSE?

Any certification you have is very much in demand in the Phils,
MCP,MCSE,MCSD,MCDBA,CNA,CNE,A+,CCNA,CCIE kahit Microsoft Office User Specialist indemand rin.
Siguro mahina na ang 30k for a certified IT professional.
The pay is very very low here compared abroad

Trend Micro will definitely hire you as Systems Engineer if you have the MCSE.

onyx, i suggest that you apply to microsoft phils. i heard they only hire mcse's --if it's win2k, that's quite an edge.

sorry to correct you but i'm not CNE but CCNA. CNE is different from CCNA for your info. i'm just asking ideas since i'd been working abroad as system admin for 7 years and i want update my knowledge just in case i want to settle down in our country and be with my family in the future. what are those sarcastic comments all about. i advise you to exercise some sort of professionalism in your comments.
