I would like to work for Company X, and have already been through 3 interviews with them.
Unfortunately still no commitment on their part.
Quite frankly, it's getting on my NERVES because each interview is spaced a week apart. So I've basically been kept hanging for 3 weeks now.
Is this standard practice these days? :( *sigh*

3 interviews in 3 weeks is normal. Usually, you go up one level every interview (HR, Dept Manager, then Dept Head.) Three is probably the minimum (with a few exceptions, of course). Some companies are overkill with 5.
Many companies resort to a panel to test the nerves of the employee. This is also quicker since the decision to hire or not is practically decided right after the interview. (Me I had to wait for 1 hr).

Thanks. So how do you tell if they're going to hire you or if they're just yanking your chain?
Pretty disappointing if after 3 or 4 interviews they tell you to hit the road.. and the WAITING is killing me..!

I think you'll have a 'gut feel' as to whether they'll call you for a next interview or hire you. The results of your exam, your performance during interviews, the quality of the opposition, and your credentials - all these will provide you a reasonable basis for gut feel.
If you can't wait, then call. But personally I wouldn't want to call (even if HR professionals advise you to follow up your application). Whatever they answer won't be good enough for me. If they say my application is in the 'active file' it means I'm not being considered. If they inform me of a succeeding interview, then it means they're not professional (or organized) enough to inform me without my followup. If they say the position has already been filled, well, that's bad for the ego...!
