q in schoolbus registration

hi, does anyone know what are the requirements in LTFRB for registering a school bus service and how much will it cost? i tried calling their office the other day, and the one who answered the phone was rude and told me that I should go to their office to ask my questions, and they also charge for asking. is this true?
