public biddings are usually announced in the newspapers, procedures are listed there.

pag bidding ng isang government entity (barangay, city, agency, etc...) alam ko dinadaan yun sa www.procurement.org e... Thats what we use... :)

You could join a public bidding by having your company pre-qualified by the LGU. There's a whole new set of rules and procedures signed into law by PGMA. It's called the Government Procurement Reform Act or R.A. 9184. The full text can be found here: http://www.chanrobles.com/republicactno9184.html. I just don't know if the LGUs have started applying these in their respective turfs.
(Actually, sa totoo lang, the best way to join a government public bidding is to look for 'someone' in the LGU who can 'help' you get contracts. Gets? ;) )
