From Revenue Memorandum Order No 29-2003 dated 12 August 2003:
10. A consumer who reports to the BIR the name and address of the professional/business/commercial establishment, which did not issue a receipt, may be entitled to a cash prize equivalent to ten percent (10%) of the penalties imposed and collected but not to exceed P1,000.00 per establishment regardless of the number of official receipts not issued to be taken from the P50 Million appropriated for the maintenance and other operating expenses as provided for under Special Provision No. 2 of the FY 2002 General Appropriations Act.
The cash prize shall be awarded immediately after verification and investigation by the concerned RDO – that the report has been found to be true and the corresponding assessment has been made and the penalties are imposed and collected – and after the concerned RDO has submitted to the NO – Budget Division a certification stating among others that the penalty has been collected and remitted by the collecting Accredited Agent Bank (AAB). Furthermore, award of the cash prize shall be made after funding requirements thereof has been determined by the concerned BIR office.
The abovementioned RMO was issued in connection with a time-limited raffle promo, so I don't know if this reward scheme expired along with the promo, or if order has been revoked, repealed, or superseded.

But do you really need a reward to make you do what you think is right? How about doing it to help build your country? ;)

There is a travelling agency i know of that do not issue official receipt. I asked one and was told,"talaga pong ganon, yan lang." Hmmm, so i guess they're escaping from their obligations in paying taxes. If ever i report them to BIR, would my personal information be disclosed by BIR to the reported agency?
do i really have to report personally? ergh...hassle.

Probably not. BIR will most likely send out a mapping team to audit the establishment and take over from there.
