given that the basic pay of most if not all center representatives is well above the minimum, there's no actual need for any of the companies to implement an increase, i would think...sad, huh?

in my experience, that doesn't really happen, regardless of industry. the only mandated increase is for the minimum wage. the government does not outline a required percentage increase for all positions...

the phrase "across the board" refers to it applying to all industries - which it will. we will definitely see an increase applied to the minimum wage requirements. however, you will not feel an increase unless you are currently getting paid at the rate of the minimum wage, which rarely if not never happens within the call center industry since people do get paid fairly well compared to the rest of the country.
