When you're new, headhunter.
You're not going to get any significant raise because you were a direct hire so you might as well let the headhunter do the work for you.
If you have experience, a headhunter might be the only way you'll find job openings but, as much as possible, go direct hire. That way, you can use the fact that you're a direct hire to get a substantial increase in pay.
But why not just use both? Have a headhunter but also look for jobs yourself.
