Help...

I'm thinking of having my eyebags removed...Can you recommend a good and affordable cosmetic surgeon...I don't want to waste money...yung sakin kasi kahit anong gawin..ayaw matanggal...I've tried creams, oral medications against allergies...kasi may sinusitis ako and dahil dun nagswell eyebags ko...and everytime I'm allergic sa dust....:(

Another thing, bumabalik ba yun pag lagi puyat...let's say pinatanggal mo na???
