may pay ba training sa GLOBE? ilang weeks?
as far as i know, in Globe Telecom Plaza and its satellite offices (i am not sure how they call them) such as Alorica, ACS, and Pacific Hub, they give allowance during the training.
But for sure it is not as large of those CC's handling international accounts.

if you are not confident enought to speak English language but want to penetrate the callcenter industry, how about try to apply sa outbound accounts muna kahit sa di kilalang company. Stay there for 6 months ..if confident na....apply ka sa malalaking company...
Di naman strict sa Communication Skills sa ENGLISH sa outbound. Its a number games..... kung u have the ability in selling.... Pasok ka!

You are right. I heard sa Daksh kahit manager na sa non voice account nila na ebay yata yun e talo pa mag english ng isang entry level from a voice account. try nyo dyan sa ibm ebay.com account. taas pa daw sweldo. wala daw umaalis dun kasi non voice. email and chats lang. inggat lang baka sa Sprint kayo ilagay. mabuti pa mag bum kesa sprint account mo.

yep, i heard maliit nga ang sweldo ng agents sa local accounts compared to international accounts.
pero, considering that your friend once held a job as one of the crew for jollibee, siguro ok na rin sa kanya ang sweldo sa local accounts. i heard some give as low as P8k ata. if that's higher than what she received before as crew, then i guess, she could try it out. perfect sana yung friend mo for jollibee, greenwich, fast food ordering accounts.
natutuwa ako sa mga taong hardworking and determined like your cousin. go go, and, good luck! ;)

and yeah, sweet18 has a good suggestion. i think bpi phonebankers are paid well compared to other local companies with customer service posts. thing is, you'll have to be a graduate of a 4 year course to get in with bpi (i assume). try and ask bpi about their requirements, sayang din yun if eligible yung cousin mo. good luck!
