Why do you think most Philippine schools/universities don't have campus housing?

I think only UPd, AdMU, New Era University, MSU-Marawi and Silliman University have housing facility for their students, but what about other schools?

Isn't student housing a part of campus facility?

This is just out of curiosity since all schools I've visited abroad have one.

I'm guessing that the schools that you visited abroad have lots of funding from alumni, the private sector, and/or government for these, and in general lots of funds for education. Unfortunately, this is not the case for most Philippine schools.

Many schools here are situated in city centers relatively near places of residence, and students enrolled in them tend to commute. If he is talking about colleges and universities, they are typically built in small towns, some of which were once "in the middle of nowhere". Students enrolled there often come from far away and need residence halls. If he is talking about community colleges and junior colleges which serve a smaller geographic area, they are often commuter schools and have very little on-campus housing.
